Critics Consensus: Shailene Woodley gives it her all, but Insurgent is still a resounding step back for a franchise struggling to distinguish itself from the dystopian YA crowd.

In all, Insurgent may work as a deafening, frivolous diversion for viewers who can ignore the flimsiness of its universe, plot, and characters.
Insurgent's convenient scanners affirm its heroine to be 100% Divergent, the most out of everyone, and that's good enough for the story. But it doesn't have to be good enough for the audience.
I appreciate the attempt to try to make this world -- an obliterated, totalitarian Chicago -- as watchable as possible. But there's too much to keep straight.
There's little substance and little depth, but Woodley, with her preternatural poise, offers a worthy simulation of drama.
Insurgent is far too long for the minimal plot it encapsulates, features little in the way of meaningful character development, and is riddled with instances of poorly conceived, contrived developments.
It's all a bit of an unengaging muddle, covered over with concrete grunge, clean white labs, and stagy special effects.
Will I see them both? Probably. I'm a completist, so I want to see this storyline to its conclusion. Do I recommend that others embark upon the same journey? Probably not. I'm not that mean.
It's a step in the right direction, but I'm still waiting for the film to deliver on its promise.
Insurgent is the halfway mark of a series, and, despite the dazzle, it failed to deliver the excitement or intensity that the first film (however naïve) promised.
All just a tad bland, predictable and yawn-inducing.
The romance in this movie is SO bad.
...despite being like some sort of Frankenstein's monster, made of different elements taken from superior stories, the movie never bored me. [Full review in Spanish]
First one was good, but this is utterly forgettable.
Super Reviewer
Even though this is an unpopular opinion, I was a fan of the first film "Divergent," and so I was mildly looking forward to this film in hopes for it to be at least as enjoyable as the first. Sadly, that is not the case. Somewhat picking up from where the previous film left off, we are on the run with the few Divergent's that have formed together to run away, as they are pursued by Erudite Elite. It seems simplistic, because it is very simplistic. The first two acts of the film are pretty much just exposition to set up the final act, which was less interesting than the exposition that pre-ceeded it. That is probably my biggest issue with the film, due to the fact that the final act is there just to set up the next film. The "Divergent" series better have some grand conclusion, or all of this filler will feel like it was for nothing. Shailene Woodley gives it her all once again, giving a great performance in any role she does, but that is not enough to make this a good film. Aside from a few cool action scenes and some nice character moments, this is a pretty flat picture. I admire the world building here, so I am not going to totally rip this apart. There is some enjoyment to be had, it's just not that good.
Can we please send this Insurgent to Guantanamo? Woodley is dreadful. The film is overlong and almost boring. Winslet and Elgort were the only things I liked about this film.
Average but over average acting by Woodley. A distopian drama that entertains to a degree!
